• 1 cup low fat milk (or milk alternate)
• 1 tablespoon vegetable oil
• 2 cups onion, chopped
• 3 cloves garlic, minced
• 2 pounds 85% lean ground beef
• 2 medium carrots, diced (or one cup canned carrots, drained)
• 1 cup frozen peas (or one cup canned peas, drained)
• 1/2 cup tomatoes, crushed
• 2 tablespoons tomato paste
