• 3 cups all-purpose flour
• 1 Tbsp cornstarch
• 1 tsp fine salt
• 1/2 tsp baking powder
• 3 1/2 cups powdered sugar
• 3 Tbsp meringue powder
• 1/4 cup water, room temperature
• 2 Tbsp vanilla or almond extract
• Additional water to reach flooding consistency
• Yellow, orange, pink, purple, blue, and green gel food coloring
• Small heart cookie cutter (approx. 3/4 inch)
• 7 small piping bags
• Edible red marker
