Another variation on Mexican empanadas. I haven't tried these yet, but they look pretty interesting to me. Posted for ZWT2. Adapted from Saveur's spec

Ingredients
- 1 cinnamon stick, 2-inch long (Mexican cinnamon or canela, if possible)
- 1 cup short-grain rice (such as Arborio)
- 2 cups milk (whole milk will produce a richer filling)
- 3/4 cup granulated sugar, divided
- 1/4 teaspoon salt
- 1 teaspoon ground cinnamon (Mexican cinnamon, if possible)
- 9 (6 inch) flour tortillas
- vegetable oil, for frying empanadas
