• 1 (16-ounce) container frozen whipped topping, such as Cool Whip®, thawed, divided
• 4 cups whole milk
• 1 (5.9-ounce) package chocolate instant pudding mix
• 1 (3.4-ounce) package vanilla instant pudding mix
• chocolate syrup, to taste, for garnish
