White Chocolate Peanut Butter Bars

• 1/2 cup water
• 12 ounces white chocolate
• 1/3 teaspoon salt
• 1 cup unsalted butter softened
• 1 cup confectioners' sugar
• 1/2 teaspoon baking soda
• 3 tablespoons creamy peanut butter
• 1/2 cup butter
• 1/4 teaspoon salt
• 1 cup sugar
• 1 package of Reese's Mini White Chocolate Peanut Butter Cups
