- 2 ¼ cups all-purpose flour
- 1 tsp salt
- ¼ tsp ground nutmeg
- 2 Tbsp fresh tarragon, chopped
- 3 eggs, large
- ¾ cup whole milk
- 2 Tbsp Dijon mustard
- ½ cup grainy mustard
- ¼ cup canola oil, for frying
