• 2 tablespoons vinegar

• 2 cups water or cold coffee
• 2/3 cup granulated Dixie Crystals
• ¼ cup flour
• ¼ teaspoon salt
• ¾ cup milk
• 1 cup cold butter or regular margarine (do not use light margarine)
• 6 tablespoons butter or margarine
• 6 tablespoons milk
• 1½ cups granulated Dixie Crystals
• ½ cup chocolate chips
