- 250g/9oz beef mince
- 1 onion , diced
- 3 carrots , grated
- 75g/2½oz butter
- 75g/2½oz plain flour
- 1 tsp English mustard
- 750ml/1⅓ pint milk
- 2 garlic cloves, crushed
- 2 x 400g/14oz tin tomatoes
- 250g/9oz lasagne sheets
- salt and pepper
