  • 2 onions, chopped
  • 2 tablespoons all-purpose flour
  • 4 cups low-sodium beef broth
  • 4 cups water
  • 2 teaspoons minced fresh thyme
  • 1 1/2 pounds red potatoes, scrubbed and cut into 3/4-inch chunks
  • 1 1/2 pounds rutabaga, peeled and cut into 3/4-inch chunks (see note)
  • 1 pound carrots, peeled and cut into 3/4-inch chunks
  • 2 cups all-purpose flour
  • 5 teaspoons baking powder
  • 1/2 cup finely chopped fresh parsley
  • Salt and pepper
  • 1 cup milk
