Ingredients

• 2 tbsp (30 mL) olive oil
• 1 onion diced
• 2 garlic cloves minced
• 1/4 tsp (1 mL) hot red chili flakes
• 1 carrot diced
• 1 rib celery diced
• 12 1/2 oz (375 g) lean ground beef
• 1 cup (250 mL) Milk
• 1 tsp (5 mL) salt
• 1/4 tsp (1 mL) black pepper
• 1/4 cup (60 mL) tomato paste
• 1 can (28 oz/796 mL) tomatoes
• 3 tbsp (45 mL) chopped fresh parsley
