• 1 navel orange (juiced and zested)
• 1 cinnamon stick
• 1 1/2 cups all-purpose flour
• 1 1/2 tsp baking powder
• 1 tsp baking soda
• 1/4 cup packed brown sugar
• 1 tsp kosher salt
• 1 tsp ground cinnamon
• 1/4 tsp ground nutmeg
• 6 TBSP unsalted butter (melted, plus more for serving)
• 1 cup buttermilk
• 1/2 cup whole milk
• 2 large eggs
• Olive oil cooking spray
• ½ cup walnut halves (toasted)
• 1 mandarin orange (peeled and separated into wedges)
