  • 2 tablespoons sugar
  • 1 teaspoon ground white pepper
  • Neutral oil, such as sunflower, for frying (about 6 cups)
  • ¼ cup sugar
  • ¼ cup fish sauce
  • ¼ cup tamarind concentrate
  • ¼ cup Thai seasoning sauce
  • 2 tablespoons minced garlic
  • 2 tablespoons fresh ginger, peeled and minced
  • ½ tablespoon Prik Pohn (Toasted Ground Chile) or crushed dried Thai chile (about 3 chiles)
  • Khao Kuah (Toasted Rice Powder) for serving
