Zingy Lemon Chicken Pasta

• 1 tbsp. vegetable oil (or olive oil)
• 1 1/4 lbs. boneless (skinless chicken breast, cut into 3/4-inch pieces)
• 5 green onions (sliced)
• 1 large clove garlic (minced)
• 1/4 cup all-purpose flour
• 1/4 tsp. salt
• 1/8 tsp. black pepper
• 1/8 tsp. cayenne pepper
• 1 1/3 cups chicken broth
• 2/3 cup skim milk
• 2 tsp. prepared mustard
• 1/4 cup freshly squeezed lemon juice
• 1/4 cup chopped almonds
• 2 tbsp. chopped chives or scallions
• 1/4 tsp. paprika (optional)
