Fennel Slaw

Ingredients

• 1 tbsp fennel seeds
• 1 tbsp anise seeds
• 1/3 cup mayonnaise
• 1/2 cup red-wine vinegar
• 3/4 tsp salt
• 1/2 tsp black pepper
• 2 medium fennel bulbs
• 1 tbsp fresh lemon juice
• 1 small green cabbage
• 1 large carrot, coarsely grated
• 1 small red onion, halved lengthwise, then thinly sliced lengthwise
• 1/4 cup finely chopped fresh flat-leaf parsley
