• 1/3 cup water
• 1/2 cup butter
• 1/2 teaspoon salt
• 1/2 teaspoon pepper
• 1/2 cup flour
• 3 cups beef broth
• 1/4 cup milk
• 12 ounces frozen corn, thawed
• 1 (15 ounce) can black beans, drained and rinsed
• 3 cups tortilla chips
• 1 1/2 cups shredded Mexican blend cheese
