• 3 tablespoons Fustini's Herbs de Provence olive oil, divided
• 1 shallot, finely chopped
• 2 tablespoons all-purpose flour, plus more for surface
• 1 cup whole milk
• 1 1/2 cup shredded Gruyère (about 4 oz.), divided
• Kosher salt and freshly ground black pepper
