Jennie’s Icebox Chocolate Cake – Turley Hill

• ½ cup + 1 Tbsp boiling water
• ¾ cup (1 ½ sticks) butter, softened
• 1 cup baking cocoa
• 2 cups powdered sugar
• ½ cup evaporated milk
• 1 tablespoon vanilla
• ¼ cup sweetened condensed milk
