Creamy Coleslaw

Ingredients

• 1/4 cup sugar
• 3/4 can evaporated milk
• 1/2 tsp pepper
• 1 head of green cabbage
• 1 carrot
• 1 cup mayonnaise
• 1 tsp salt
• 1/2 head of purple cabbage
• 2 Tbs + 1 tsp white vinegar
