• 3/4 cup butter or margarine (1-1/2 sticks), softened
• 1-2/3 cups sugar
• 3 eggs
• 1 tsp vanilla extract
• 1/3 cup HERSHEY'S Syrup
• 2 cups all-purpose flour
• 2/3 cup HERSHEY'S Cocoa
• 1-1/4 tsps baking soda
• 1 tsp salt
• 1/4 tsp baking powder
• 1 cup water
• 1-1/2 cups WHOPPERS Malted Milk Balls, crushed, divided
• 1/4 cup HERSHEY'S Milk Chocolate Chips
• 1-1/2 tsps shortening (do NOT use butter, margarine, spread or oil)
