Ingredients

• 1 1/2 tablespoons olive oil
• 3/4 cup diced onion
• 3/4 cup chopped green bell pepper
• 1 tablespoon minced garlic
• 1 1/4 pounds lean ground beef
• 2/3 cup tomato sauce
• 1/3 cup sliced pimiento-stuffed green olives, drained
• 1/3 cup raisins
• 1 1/2 tablespoons brine-packed capers, drained
• 1 teaspoon white wine vinegar or dry sherry
• 1 teaspoon ground cumin
• 1 teaspoon dried oregano leaves, crumbled
• 1/4 to 1/2 teaspoon granulated sugar, or to taste
• Salt to taste
• 1 recipe Basic Pastry Dough (see accompanying recipe) or one 15-ounce package refrigerated pie dough
