• ½ tsp. each onion powder, garlic powder, and kosher salt
• 3 Tbsp. unsalted butter
• 1 cup each diced onions and red bell peppers
• 1 Tbsp. minced garlic
• ⅓ cup all-purpose flour
• ¼ tsp. cayenne pepper
• ½ cup dry white wine
• 3 cups whole milk
• 2 cups low-sodium chicken broth
• Salt and black pepper to taste
