• kosher salt to taste
• ground black pepper to taste
• 12 spring roll wrappers
• 1/4 cup cabbage shredded
• 1/4 cup carrots thinly sliced
• 1/4 cup green bell pepper finely chopped
• 1/4 cup onions thinly sliced
• 3 tablespoons all purpose flour dissolved in 1/4 cup water
• oil for frying
