Liz's Hawaiian Macaroni Salad

Ingredients

• 1 pound box elbow macaroni
• 1/2 cup apple cider vinegar
• 2 carrots (peeled & shredded)
• 2 stalks celery chopped
• 1 tbsp brown sugar
• 2 cups mayonnaise (1/2 + 1 1/2)
• 2 cups whole milk (1 + 1)
• 1 1/2 tsp salt (1 + 1/2)
• 2 tsp pepper
• 1/2 cup chopped turkey bacon
