• 1 tablespoon limoncello , chilled
• 1 tablespoon julienned fresh basil
• 2 cups all-purpose flour, plus more for rolling (spooned and leveled)
• 1 tablespoon baking powder
• 1 tablespoon sugar
• 1/4 teaspoon fine salt
• 4 tablespoons cold unsalted butter, cut into small pieces
• 3/4 cup plus 2 tablespoons heavy whipping cream, plus 1 tablespoon for brushing
• 1 cup heavy whipping cream
• 1 to 2 tablespoons limoncello, chilled
• 3-inch round biscuit cutter
