Ham It Up Potato Soup - Better Than Bouillon

• 1 1/2 tablespoons Better Than Bouillon Baked Ham Base
• 2 tablespoons butter
• 2 1/2 tablespoons all-purpose flour
• 4 tablespoons tomato paste
• 2 cups half-and-half
• 2 cups water
• .5 teaspoon pure vanilla extract
• 1 tablespoon extra virgin olive oil
• .5 cup finely chopped yellow onion
• .25 cup finely peeled and chopped celery
• 3 medium potatoes, peeled and finely diced
• .5 teaspoon marjoram
• .5 teaspoon dried tarragon
• .5 teaspoon ground white pepper
