- 1⁄2 teaspoon dried thyme
- 1⁄4 teaspoon fennel seed
- 1⁄2 teaspoon sugar
- 1 bay leaf
- 1 15 1⁄2 ounce can small white beans, drained and rinsed
- 4 halibut steaks, about 8 ounces each
- coarse kosher or sea salt
- freshly ground black pepper
- 3⁄4 pound dried pasta such as fusilli, rotini, or egg noodles
- 1⁄4 cup minced fresh parsley
- freshly grated Parmesan cheese as an accompaniment
