Creamy Tuna Mornay

Ingredients

• 12 ounces penne pasta
• 3 tablespoons butter
• 3 cloves garlic, finely minced
• 4 tablespoons flour
• 4 cups milk
• 2 teaspoons chicken or vegetable stock powder or granulated bouillon
• 1/2 cup parmesan, finely shredded
• 1/2 teaspoon mustard powder
• 1/2 teaspoon onion powder
• 1/2 teaspoon garlic powder
• 15 ounces canned tuna in oil, drained
• 14 ounces canned corn, drained
• 1 1/2 tablespoons butter, melted
• 1/2 cup panko breadcrumbs
• 1/4 teaspoons parmesan, finely grated
• 1/4 teaspoon salt
• chives or parsley, optional, to taste and for garnish
