• 2 pounds beef steak, such as rib-eye or sirloin, cut into 2-3-inch-wide pieces
• 4 tablespoons avocado oil, divided
• 4 pounds russet potatoes, peeled and quartered
• water, to taste
• 3/4 teaspoon salt, plus more, to taste
• 3 tablespoons butter, plus 6 tablespoons butter, melted, divided
• 1 clove garlic, minced
• 1 cup half-and-half, warmed
• 3/4 cup Monterey Jack cheese, shredded
• 1 teaspoon garlic powder
• black pepper, to taste
• 2 tablespoons butter
• 9 cloves garlic, minced
• 1 1/2 cups heavy cream
• 1 teaspoon red pepper flakes, optional
• 2 green onions, white and green parts, diced
• 2/3 cup parmesan cheese, grated or shredded
• fresh parsley, to taste, chopped, for garnish
