• 1 lb lean ground beef (or turkey works too)
• 1/2 cup milk
• 4 oz instant mashed potato flakes
• 2 tbsp margarine (or butter)
• 1 1/2 cups water
• 2 cups shredded mozzarella and cheddar cheese mix
• 28 oz bag frozen tater tots
