• 1 (10 oz) package creme de menthe baking chips
• 1/2 teaspoon baking powder
• 3/4 cup plus 1/3 cup divided unsweetened cocoa
• 2 teaspoons divided vanilla extract
• 1 1/4 cup all purpose flour
• 2 cups sugar
• 4 large eggs
• 1 1/2 cups (3 sticks) softened Butter
• 2 cups confectioner's sugar
• 2 tablespoons milk
• shaved creme de menthe thins candy
