• 4 ounces cream cheese

• 1 cup pre-shredded Mexican cheese
• 1/2 teaspoon onion powder
• 3 tablespoons chopped cilantro
• 2 cloves garlic, minced
• 16 small flour tortillas
• 1 teaspoon chili powder
