- 2 Tablespoon firmly packed brown sugar
- 2 teaspoons baking powder
- 1 Teaspoon baking soda
- 1/4 Teaspoon cinnamon
- 1/2 cup raisins
- 4 Tablespoon cold butter
- 2 Tablespoons heavy cream
