• 3 cups all-purpose flour, plus additional for dusting your hands
• 1 1/4 cups sugar
• 2 teaspoons baking powder
• 2 tablespoons orange zest
• 1/2 teaspoon salt
• 1 1/2 cups whole or chopped hazelnuts
• 3 large eggs
• 1 1/2 teaspoons vanilla extract
• 1/2 cup orange juice
