Capitol Smokehouse and Grill Southern Baked Potato Salad

Ingredients
- 8 Idaho Baking Potatoes
- 1 cup Mayonnaise
- 1 cup Sour Cream
- 1/4 cup White Vinegar
- 1/4 cup Fresh Green Onions, chopped
- 1/4 cup Cooked Bacon, chopped
- 1/4 cup Fresh Chives, chopped
- 1/4 cup Fresh Parsley, chopped
- 2 tablespoons White Sugar
- 1 tablespoon Salt
- 1 tablespoon Garlic Powder
- 1 tablespoon White Pepper
