• 1 teaspoon baking powder
• 3/4 cup mini semi-sweet chocolate chips (divided)
• 12 ounces white chocolate chips
• 3 tablespoons unsalted butter (softened)
• 1/2 cup heavy cream
• 1/2 teaspoon vanilla bean paste ((or extract))
• 3 tablespoons Irish Cream Liquor (such as Bailey's)
