- 1/2 tablespoon sugar
- 1/4 teaspoon fresh ground pepper
- 2 shallots, minced
- 1 scallion, chopped
- 2 tablespoons water
- 1/2 tablespoon fish sauce
- 1/2 tablespoon oyster sauce
