  • 1 lb. beef tenderloin, trimmed and cut into 1" cubes

  • 7 tsp. sugar
  • 4 tsp. freshly ground black pepper
  • Kosher salt, to taste
  • 1 bunch watercress, for garnish
  • <sup>1</sup>⁄<sub>4</sub> cup rice vinegar

  • 1 tbsp. fish sauce
  • Juice of 2 limes
