• 2 Tbsp balsamic vinegar
• Salt
• pepper
• 6 Tbsp olive oil (divided)
• 1 Tbsp minced garlic
• 1 Tbsp grated lemon zest
• 1 tsp chili flakes
• 3 Tbsp finely chopped celery
• 1 Tbsp capers
• 1 tsp anchovy paste
• 1 cup bread crumbs
• 2 cups thinly sliced fennel (preferably on a mandoline)
• 2 cups arugula
• 2 Tbsp lemon juice
• 1 cup shaved Parmigiano-Reggiano cheese
