Ingredients

• 4 pound lamb shoulder, cubed
• 1.5 teaspoon kosher salt
• 0.5 teaspoon freshly ground black pepper
• 0.25 cup vegetable oil
• 1 onion, peeled and diced into 1" pieces
• 2 medium carrots, cut into 1.5" pieces
• 0.5 cup dried pearl barley
• 3 cup chicken stock or water
• 2 cup stout or dark beer
• 1 bay leaf
• 6 fresh potatoes, cut in half
• 0.25 cup fresh parsley leaves, finely chopped for garnish
• 1 tablespoon fresh chives or green onions, finely chopped for garnish
