Ingredients

• 1/2 cup olive oil
• 1/4 cup lemon juice or vinegar
• 2 tablespoons plain yogurt
• 1/4 teaspoon salt
• 1 1/2 pound small potatoes, cut in quarters
• 1 tablespoon red wine or white vinegar
• 2 tablespoons mustard
• 1/4 cup chopped fresh parsley and/or 2 tablespoons chopped fresh dill
• 4 scallions, thinly sliced
• 1 medium celery stalk thinly sliced
• 1/2 teaspoon Kosher salt
