- 2 teaspoons tomato paste
- 2 teaspoons fish sauce
- 1 1/2 teaspoons kosher salt
- 1/2 teaspoon onion powder
- 1/2 teaspoon garlic powder
- 2 (1 1/2- to 1 3/4 pound) boneless shell sirloin steaks , 1 to 1 1/4 inches thick
- 2 dried New Mexican chiles , stemmed, seeded, and flesh torn into 1/2-inch pieces
- 4 teaspoons cumin seeds
- 4 teaspoons coriander seeds
- 1/2 teaspoon red pepper flakes
- 1/2 teaspoon black peppercorns
- 1 tablespoon sugar
- 1 tablespoon paprika
- 1/4 teaspoon ground cloves
