- 1 1/2 lbs pork shoulder
- 1/4 cup water
- 1 onion, diced
- 1 carrot, diced
- 1 teaspoon chili powder
- 1/2 teaspoon dried oregano
- 1 teaspoon minced garlic
- salt, as needed
- 4 cups water
- 12 corn tortillas
- 1 1/2 lbs grated monterey jack cheese
- red enchilada sauce
