• 2 cups water
• 1 medium onion, chopped
• 2 tablespoons fresh parsley, minced, or 2 teaspoons dried parsley
• 1 tablespoon chili powder
• 1 teaspoon ground cumin
• 1/4 teaspoon cayenne pepper
