Rare Roast Beef With Gravy

Ingredients

• 1 tablespoon vegetable oil
• 1 3-pound sirloin roast
• 1 scant teaspoon english mustard powder
• sea salt and freshly ground black pepper
• 1 heaping tablespoon grainy mustard
• 2 tablespoon vegetable oil
• 4 cup mixture of diced onion, celery, carrot, and leek
• 2 cloves garlic, peeled and finely chopped
• 2/3 cup red wine
• 1 2/3 cup beef stock
