• 1/2 cup plus 1/3 cup granulated sugar, divided
• 1 teaspoon vanilla extract
• 1/2 cup all-purpose flour
• 1/3 cup cocoa powder
• 1/2 teaspoon baking powder
• 1/4 teaspoon baking soda
• 1/8 teaspoon salt
• 1/3 cup water
• 1 teaspoon Additional powdered sugar
• Chocolate Syrup (optional)
• 1/4 cup sugar
• 1 teaspoon unflavored gelatin
• 1/2 cup milk
• 1 cup DARK Chocolate Chips or Semi-Sweet Chocolate Chips
• 2 teaspoons vanilla extract
• 1 cup (1/2 pt.) cold whipping cream
