Ingredients
- 2 lbs potatoes
- Salt
- pepper
- 3/4 cup vegetable oil, divided (into 1/2 and 1/4 cups)
- 1 onion, diced
- 2 garlic cloves, finely diced
- 1 tablespoon Peruvian ají panca pepper paste (optional)
- 1 tablespoon tomato paste
- 1 lb ground beef
- 2 boiled eggs, peeled and chopped
- 1/2 cup raisins
- 1/2 cup black olives, diced
- 2 tablespoons chopped parsley
- 1 cup flour
- 2 beaten eggs
